What the warning actually means
The message is Microsoft’s legal and technical disclaimer. In plain English, it says:

Seems like new behaviour to me? Whenever I’ve tried that in the past, Windows Setup would refuse to continue, and you’d have to use something like Rufus to override Secure Boot, TPM requirements, etc. Of course, now that MS has extended the ESU program for Windows 10 devices, that’s another option too.
